well, yeah, the majority of birds can't (i say majority because birds like the Woodpigeon, who produces "crop milk" exist).
but for this comic, these are harpies; half-bird half-humans. and because harpies' human counterparts are the head and upper half (where the chest is), there you go. harpie vero and mona get a pass

other than that, this comic is pretty good
